The Best Core Gear You Can Craft And Why
Any time someone talks about the "Best Core Gear", they stir up quite the controversy. We all have our opinions and we've all seen where one core set was better than another in a given situation. However,
there are so many different situations and Game of War has created Core
Sets such that there is no one "Best Set" for every situation.
What I intend to provide is the best Core Sets for most situations. This will be as objective as possible. Any and all comments are greatly encouraged below.

First
things first though, it doesn't matter what Cores or Pieces you think
are best for creating a Core Set, if you don't have your Hero set up
properly to begin with, you are greatly reducing the effectiveness of
your Cores.
If you haven't already crafted a Salvager's Gear Set, then do it. The Salvager's Set will greatly increase the duration of your Cores. Having the Set Bonuses researched will reduce the cost of every Set you Craft.
The next thing is you need to have your hero tree properly skilled. This involves going down both the left and right side of the tree. Probably some controversy here but better safe than sorry I say. On the right side do just the minimums till you get down to Base Set Bonus (hero 57 required), max this out. Put the minimum in Troop Training, then max out Core High Range Boost (hero 58) and max out Duration (hero 60). Now go over to the left side and do only the minimums down to Full Set Bonus (hero 60) and max it out.
Do as you like with your remaining Hero points.

The Four Horseman Set (4H)
4H Strengths
This Set has been out for a year or so now and I still consider it the top all around Set. It's the most versatile of all Sets, it's stats can be reset to hit a wide range of targets with force. It's the only Set that can be used effectively for all three troop types.
The
Four Horseman Set has extremely high Defense Debuff stats that makes it
great for attacking Strongholds that have their Hero home.
Attack stats can be 2500 or higher giving it quite a punch.
It has been used more than any other Set for Wonder battles because it offers great customization to the skilled player. Simplest way to use its versatility is to equip the same 4H set into 3 different Presets. Each Preset is basically skilled the same except for which troop you put Attack points into. In
other words fill Health, Defense, Altar, and Debuff stats the way you
normally would but only put Troop Attack points into just 1 of the
three. By doing this you have one Core Set to use for all three types. To further intensify this, you could actually change out a troop Gem each time to the corresponding troop you are using. Yes, this takes a little bit of time but can greatly increase the damage done. If you really want to make this an even deadlier Set, and gold is not an issue, then quickly reset your 7 Set Bonus. Sounds
crazy I know, but when you realize its actually pretty easy to get a
much higher individual Troop Attack bonus ( I mean 900 or higher) than
it is to get an overall Troop Attack, the advantage becomes clear.
Finally, because of the Four Horseman's Defense Debuff, it's one of the best sets to use against Xena Defense.
4H Weaknesses
Don't
use against higher powered accounts in Colossus Gear (because Colossus
Gear usually has high individual stats), against Samurai Gear (mostly
Attack stats), against Heroless Strongholds (not much to debuff) or any
other time the defender does not have high Defense stats.
Odin Set
Odin's Strengths
This Set is somewhat similar to the 4H but only good for hitting with Cavalry and Infantry. Although, it doesn't hit as well with Infantry as it does with Cavalry. The Cavalry Attack is a lot higher. You can wear your opponent down with Cavalry hits until their range is depleted then switch to the Infantry Attack.
One
of the nice things about this set is the Attack Debuff can almost
guarantee Hero and/or troops returning home because your opponent just
doesn't have much to hit back with. This set is great to use against Samurai or Xena defense gear.
Odin's Weaknesses
Don't use against opponents with high individual stats.
Orion Set
Orion's Strengths
This Set has more in common with the Odin Set except its used with Infantry and Ranged. It can completely eliminate an opponents Attack power, especially their Range, which makes this best used with Infantry attacks. (See the troop strength circle)
It almost always returns Troops, just doesn't burn the opponent. Makes
a great set to test against someone just to see what troops they have
then switching to a better set to target specific troops.
Orion's Weaknesses
Only draw back is that it doesn't have a lot of attack power itself.
Custom and missile sets
These Sets are custom created, there is no Set Bonuses or Hidden Bonuses to follow from a recipe. They are custom tailored by the individual to inflict the most damage using a mixture of Cores and Pieces. As a basic rule of thumb you should aim for around 2800-3000 combined Attack, 600-800 Health Debuff, and 600-800 Defense Debuff. This is just a basic reference point. Feel free to customize to your own needs.

Frostbitten Set
Frostbitten Strengths
This is brand new Set that came out while writing this article. This Set is a beast! By far the deadliest missile I've seen.
It has almost 4500 Cavalry attack coupled with close to 1000 Attack Debuff and Defense Debuff. It made a 42 Billion Power player burn (with no hero), enough said!
Frostbitten Weaknesses
Only drawback to this set is that its troop specific to Cavalry.
